Even in captivity the people were told to obey the laws of the land and live in peace.
Jeremiah 29:7 And seek the peace of the city where I have caused you to be carried away captive, and pray to the Lord for it; for in its peace you will have peace.
Psalm 34:11-14 Come, you children, listen to me; I will teach you the fear of the Lord. Who is the man who desires life, and loves many days, that he may see good? Keep your tongue from evil, and your lips from speaking deceit. Depart from evil and do good; seek peace and pursue it.
Mordecai did not obey the kings law to pay homage to Haman. Homage means to show honor or respect publicly to someone. Mordecia in refusing to do this brought the anger of Haman. Even though Haman was evil and prideful there was still a written law to show him respect. Mordecia was also guilty of pride. But God had a plan to rescue His people and accomplish His plan by Esther who gained the favor of all who saw her. Esther who became Queen gained the loyalty of all around her including the king. As well as did Joseph and Daniel.
Will we behave in such a way that we have true respect of others in the way of Esther, Ruth, Daniel, and Joseph did and be a great light for Jesus who laid down His own life for us? This Jesus who obeyed His Father and all the laws of the land.
Proverbs 3:3-4 Let not mercy and truth forsake you; Bind them around your neck, write them on the tablet of your heart, and so find favor and high esteem in the sight of God and man.
